Why Perceived Control Changes How Workload Feels
The strain a demand produces depends heavily on how much influence a person has over how it is met, which is why identical workloads affect people very differently.

Workload and strain correlate less strongly than expected. A substantial body of occupational research points to control, rather than volume, as the variable doing most of the work.
Demand and control are modelled separately
Influential models of work stress treat the amount required and the latitude over how it is done as two independent dimensions rather than a single quantity.
High demand paired with high control is described as active work, which is demanding but associated with learning and engagement rather than strain.
High demand paired with low control is where strain concentrates. The combination, not the demand alone, is what the models identify as the problem.
Control alters the physiological response directly
Experimental work has repeatedly found that an identical stressor produces a smaller physiological response when the person believes they can influence it.
The belief appears to be sufficient. Participants given a control option they never use still show reduced responses compared with those given none.
This suggests the appraisal of controllability, rather than the exercise of control, is what modulates the response.
It also means the same job can be experienced very differently depending on what someone believes is negotiable, which is not always an accurate reflection of what actually is.
Uncontrollable demand blocks the natural response
The stress response prepares for action. Where no action is available, the mobilisation occurs without the behaviour it was mobilising for.
The response then has no natural endpoint, since the situation is neither resolved nor escaped, which is the condition under which acute stress becomes sustained.
Roles combining heavy demand with rigid procedure tend to concentrate this pattern, since the person is fully engaged with a problem they are not permitted to solve differently.
Predictability functions similarly
Knowing when a demand will arrive allows preparation and allows the periods in between to be genuinely off. Unpredictable demand keeps a low-level readiness running continuously.
This is why interruption-heavy work is often reported as more depleting than a heavier but scheduled workload, despite involving less total effort.
The mechanism is that recovery periods are eliminated rather than that the work itself is harder.
What this implies about interventions
Approaches directed at the individual's response leave the demand and the control structure unchanged, which limits what they can achieve where control is the binding constraint.
Changes to scheduling, sequencing and decision latitude address the variable the models identify, which is why occupational research emphasises them over individual coping training.
Where work-related strain is producing persistent symptoms, that is a matter for occupational health or a doctor rather than for self-management alone.
